This is a video about Duck Brand and installing your heavy duty weatherstrip seal.
Took me hours to figure this out. The seat washer needs to be put on properly and a knife can help to seal it. Thanks for comments below which suggest that putting some detergent/soapy water and turning it may be a better method to try first.
